What is "TED"?

It's the 
​tahoe El Dorado Area PLAN!

The TED Area Plan is a comprehensive land use and zoning document that regulates land use in the Plan Area consistent with the TRPA Regional Plan and the County’s General Plan and Zoning Ordinance.
This holistic plan is designed to strike the delicate balance between conserving the natural environment, supporting economic vitality, and meeting community needs.  The Plan Area encompasses the entire unincorporated area of El Dorado County within the Lake Tahoe Basin and addresses key policy areas including transportation, recreation, housing, conservation, and public services and facilities. ​

What is the purpose of the TED Area Plan?

Building on decades of prior work towards environmental and community investment, the TED Area Plan helps the region respond to changing needs. A major focus of the plan is expanding affordable and workforce housing, so people who live and work in the Tahoe Basin can continue to live there. The plan outlines how the County will meet housing needs while also achieving TRPA’s environmental standards in a way that fits within the existing community fabric and continues to prioritize the area’s natural and recreational resources. Once adopted, The TED Area Plan will serve as a “one stop shop” for land use regulations, development processes, and procedures in unincorporated El Dorado County within the Tahoe Basin. The plan aims to:
  • Combine land use regulations into a single document;
  • Reduce confusion and simplify compliance with local and regional requirements;
  • Improve efficiency of project review and administration;
  • Streamline permitting and environmental review for projects that meet plan requirements;
  • Establish policies and design standards that are tailored to fit within the context of the Plan Area and address the unique needs and characters of each community; and
  • Protect sensitive lands and natural resources.

What’s Changing?

Currently, the only area plan in the project area is the Meyers Area Plan, adopted in 2017. The TED Area Plan, once adopted, will replace the Meyers Area Plan while also covering the rest of unincorporated El Dorado County communities within the Tahoe Basin. Existing TRPA Plan Area Statements will be dissolved as standalone planning tools; however, the policies and allowed uses in the Plan Area Statements will be carried forward. The TED Area Plan will also update the County’s zoning map, Zoning Ordinance, and amend the TRPA Regional Plan’s Conceptual Regional Land Use Map.  ​
